Headline Primary Health Care in the WHO region of the Americas 
Description WHO was supporting programmes which envisage health not as an end in itself, but as an integral part of rural development. The canton of San Carlos (Costa Rica), made up of small dispersed communities living on an agricultural system essentially dominated by coffee-growing, lacked most social and health amenities. Protein-energy deficiencies and anaemia were common among young children while infectious diseases regularly took a heavy toll. However, WHO, together with the Ministry of Health and local development agencies, found it possible to build upon community skills and on the willingness of the communities to participate in their own development particularly in the fields of health and education.
